
Starring in the photo above from left to right; Scott Nossek, who ran as an independent in the 2020 election posing as a nonpartisan candidate yet when elected Nossek revealed his fondness for Red Flag Laws and is not a supporter of the 2nd Amendment. Scott made is employees at Payson Physical Therapy wear masks well into 2022. An infringement on their constitutional rights. Scott also declared that he fully trusted our national health officials – Rochelle Walenski, Director of the Center for Disease Control; and Dr. Anthony Fauci, Chief Medical Advisor to the President of the United States. Big Mistake!
Next is Chris Higgins who has illegal financial dealings with the Town involving his Low Power FM (LPFM) radio station KRIM; A domestic nonprofit Corporation called the Payson Council for the Musical Arts invoices the town for advertising (which is illegal for a low power FM station) then the town writes the check to his for-profit KRIM Media, LLC. The FFC and law enforcement agencies have not yet stopped Higgins from carrying on what appears to be illicit business practices. Has Higgins EVER recused himself from Council actions dealing with his businesses? He needs to read the Arizona State Statutes definition of ‘conflict of interest’. This information was discovered through a FOIA request.
Our next bad actor is Jolynn Schinstock. She was the mastermind for the “One garbage truck company in Payson” agenda item that was an attempt to get rid of Suzy Tubbs husband’s business. She also, along with Barbara Underwood and Tom Morrissey pictured next, attended a special meeting with the Town Clerk, Tracie Bailey a couple days after the 2020 election before the official results were announced. Tracie shared provisional ballot information with the group which gave opportunity for Jolynn to take this confidential information and ended up at one of the voter’s homes questioning her about her ballot. Once at the door of Coleen Prettyman, Jolynn asked Coleen who she voted for. Coleen said, not you Tom and the other side.” The plot thickens when it is revealed that the ballot that was one of only three Jolynn needed to have in order to avoid a run-off election with Deborah Rose.
Barbara Underwood has been involved with under the table loans and has not fully disclosed her earnings on her 2016-2018 financial statements which are on file with the town. Tom Morrissey knows about all of these things mentioned above and when asked to do something about these malfeasances said, “They didn’t do anything wrong.” To the right of Mayor Morrissey is Suzy Tubbs who runs Payson Community Kids and DID recuse herself when her husband’s livelihood was being threatened by the Town Council. Jim Ferris is on the far right and has been called out for not wanting sexually explicit books in the children coloring room at our public library. He is the hero of the series for exposing the conflicts of interest imbedded in the deceptive schemes that the MHA has perpetrated on the citizens of Payson.
The nefarious character Kenny Evans’ is the hidden villain in the series. What the people don’t know are his true plans to trick the citizens of Payson into a 49-year operating and maintenance agreement for a park on land that belongs to the SLE which is controlled by the MHA and the RCEF, MHA’s for-profit domestic LLC. Ownership of the land is already sheltered from property taxes, and by convincing the town to pay for his expenses would be a huge win for him. The initial $6,000,000 investment to build the park. Includes a lake, sports fields, ramadas, etc. Kenny won’t disclose the amount it will cost to maintain the park and FOIA requests about what the cost will be to the town have been ignored. It’s been rumored it will be well over half a million per year. If the operating costs were 1M per year the MHA is recovering its money in 6 years. $1,000,000 per year X 49 yrs. = $49,000,000 that’s a 817% return on the initial cost for the park not including the “revenue streams in every direction.” See letter from the Spokesperson, Jeff Robbins, for Kenny Evans below… this is how dumb he thinks YOU are:

I want to maintain the new Granite Dells Park. If the elected officials of Payson, Arizona are not bright enough to accept the offer from MHA Foundation to manage a FREE $6 million park. I will be more than happy to step in. Please. Things I have discovered about parks. They make money. My research indicates revenue streams are literally in every direction. My new free park will have: Ball fields, covered ramadas, sand volleyball, pickleball, an amphitheater, music and entertainment venues with a stage over the lake, soccer fields, a concession stand, hiking trails with beautiful views, a lake and fishing, bocce ball, tether ball, cascading water features, picnic areas, playgrounds, complete ADA accessibility so all family members can be included, free internet, outdoor yoga and exercise classes, outdoor teaching opportunities, clean bathrooms and filtered drinking fountains.
